Trade negotiating authority for the President lapsed in 1994. It needs to be renewed. In the absence of trade promotion authority (TPA) over the past eight years, the United States has fallen far behind our competitors in negotiating trade agreements. The US is party to only two out of 130 regional agreements in effect accross the globe today. We need TPA to negotiate effectively with our trading partners.
